There has been some concern expressed over having electrical outlets with
the two "live" openings on the top and the ground opening on the bottom.
The theory is that if a plug is only partway into the outlet then the two
live blades of the plug are partially exposed. If something falls across
the plug it can short out the two blades and possibly start a fire.
If the ground plug is on the top and the two live blades below then
anything falling across the outlet will fall across the ground plug which
carries no charge and is therefore safe.
